Näst sist ut i vår granskning är Anna Lasses, gruppledare för Centerpartiet. Hon svarar i citaten.

Skolinitiativet: Vad tycker du är den viktigaste åtgärden för Solnas skolor?

Den riktigt stora utmaningen, och det gäller i hela Sverige, har med resurstilldelningssystemet att göra. Vi har en konkurrenssituation mellan fristående och kommunala skolor och i stockholmsregionen har vi också elever som är väldigt lättrörliga.

På det har vi en struktur som säger att det ska vara en likvärdig skola – varje elev har sin påse med pengar och det gör att det är ganska svårt att planera ekonomiskt och väldigt känsligt när man har små skolor. Sen har vi en utmaning med barn i behov av stöd, allt från de som behöver lite mindre stöd till de som kanske behöver ganska mycket.

Skolinitiativet: Du pratar om skolpengen som varje elev bär med sig, en pengapåse. Är du kritisk till den?

 Nej, jag är kritisk till det grundläggande systemet att när eleven flyttar så flyttar även skolpengen.

Om det är många elever som flyttar från en skola så kan kommunen inte gå in med en stödåtgärd utan att samtidigt behöva ersätta och kompensera alla andra skolor. Så försvinner fem eller tio elever från en skola blir det en enorm kostnad.

Skolinitiativet: Hur kommer man åt detta?

Det första steget är att öka flexibiliteten genom större skolor att det gör inget om elev eller två elever vill byta skola så att det inte blir så känsligt. Det blir en mindre effekt på skolan om du har en ganska stor skola, det blir en mindre del av budgeten om eleven flyttar sina pengar.

Skolinitiativet: Solna stad drog efter nedläggningen av Skytteholmsskolan igång ett dialogforum med föräldrar som har barn i Solnas kommunala skolor. Där framgick en gemensam bild av att den kommunala skolan sköts på ett väldigt instabilt sätt. ”Vi lägger ner Fridhemsskolan, knör in barnen på Skytteholmsskolan, nämen oj vi gjorde fel vi öppnar den igen – den blir Parkskolan, vi lägger ner Bergshamras högstadium, in med barnen på Ulriksdal, oj det var för många, vi hyr kontorslokaler…” Det finns inget som känns som överlagt.

Nej jag förstår det. Jag tänker att den här utvecklingen är ganska logisk utifrån systemet som vi lever i.

Skolinitiativet: Så det är systemet det är fel på, inte kommunens agerande?

Vi ska ta vår del av ansvaret och det är klart som sjutton att man alltid kan göra saker annorlunda på olika sätt men det är också en utveckling som man ser i resten av Sverige.

Man samlar de äldre eleverna i större och större enheter, men försöker med näbbar och klor att behålla de mindre barnen nära.

Skolinitiativet: Solna kommun är rik och har låg kommunalskatt, men samtidigt väldigt låg skolpeng och vi hamnar långt ner i rankingen jämfört med andra likvärdiga kommuner som Sollentuna och Danderyd. Tycker du att det är skäligt?

Om Centerpartiet hade haft egen majoritet, då hade vi förmodligen lagt mer resurser på skolan. Det skulle jag nog säga är troligt.

Som centerpartist finns det ett antal saker som vi värnar om, till exempel att ha en nära lokal skola och samtidigt är vi för det fria skolvalet och  vill att de skattepengar vi får in används på ett ansvarsfullt sätt. Så det är inte så att vi höjer skatten bara för att, det krävs att det verkligen att det behövs.

Skolinitiativet: Hur kommer det sig att det fungerar bättre i Sollentuna och Danderyd?

I Danderyd har man inga f-9-skolor utan redan uppdelat i f-6 och 7-9 så de har en fördel jämfört med oss. Men absolut har de lite högre skolpeng och inte riktigt lika många elever som behöver stöd. Men nu sitter jag här och försvarar mig och skyller ifrån mig och det tycker jag egentligen inte om.

På sikt tycker vi i Centerpartiet att det behövs mer resurser till skolan, men samtidigt att man behöver göra saker i rätt ordning.

Vi börjar med att vi bygger en robust organisation och sedan behöver vi titta på de elever som är i behov av särskilt stöd. I resursskolorna har man infört ett strukturbidrag där eleverna får ett högre bidrag, det skulle man ju kunna införa i de andra skolorna också om man ville.

Ja men det tycker jag absolut att man ska kunna göra om det är det man vill välja.

Nej det har jag inte. Jag har ett barn i Danderyd och jag har ett barn inne i stan. Men det är inte så att jag aktivt har valt bort en kommunal skola, utan jag har aktivt valt de andra skolorna för mina barn.

Skolinitiativet: Hur ska vi föräldrar tro på att det finns en långsiktighet bakom nedläggningen av Skytteholmsskolan, när vi inte sett det med tidigare nedläggningar? Vad är det som talar för att det här kommer att bli bättre?

Jag upplever att skolfrågan har kommit upp på bordet på ett helt annat sätt de senaste åren. Men det tar det tid innan det får sätta sig.

Jag upplever att det är en helt annan struktur och målmedvetenhet i dag än vad det var för ett antal år sedan.

Skolinitiativet: Inför valet 2022, är ni villiga att ingå i en annan konstellation än den ni är i nu? Vänsterpartiet öppnade i sin intervju med oss för ett samarbete med både er och Miljöpartiet, hur ser ni på det?

Jag hörde det. I ärlighetens namn mår vi väldigt bra i det samarbetet som vi har nu, det är ett bra stabilt samarbete som har en ganska tydlig riktning.

Men samtidigt är vi ett mittenparti och det är klart att vi kan inte stänga dörren åt något håll, utom som vi även säger på riksplanet, mot SD.
