Nu har vi ägnat tre inlägg åt att granska Solnas skolpolitik. Det är klart att skolorna i Solna underpresterar resultatmässigt, ligger under medel i Stockholms län och långt efter skolorna i våra grannkommuner. Den springande punkten verkar vara att Solnas skolor är underfinansierade. Vi satsar mindre på skolan än nästan alla andra kommuner i landet, tredje minst i Stockholms län när man tittar på det som kallas nettokostnadsavvikelsen.

Nettokostnadsavvikelsen är ett värde som Sveriges kommuner och regioner (SKR, tidigare Sveriges kommuner och landsting) räknar fram. Värdet visar om en kommun satsar mer eller mindre än genomsnittskommunen på skolan utifrån sina egna förutsättningar vad gäller elevantal, hur tätbebyggd kommunen är, löneläget i regionen och så vidare.

År 2019 låg Solna på – 11,4 procent. Vi satsade alltså 11,4 procent mindre resurser på skolan än genomsnittskommunen utifrån Solnas förutsättningar sett. Det är en av de lägsta satsningarna i landet, som sagt.

Hur kom vi då hit?

Det visar sig att det har varit en lång utveckling.

Om vi jämför hur utvecklingen av Solnas satsning på skolan (nettokostnadsavvikelsen) sett ut så ser vi att kommunen år 2000 låg på tredje plats av de kommuner som satsade mest i länet (med + 15, 4 procent).

År 2005 hade Solna halkat ner till sjunde plats men satsade fortfarande lite mer än genomsnittet.

År 2010 och 2015 har Solna tappat ännu fler placeringar och ligger nu i den undre halvan av länets kommuner. Slutligen år 2019 ligger kommunen tredje sist på -11,4 procent.

Kommunen har halkat ner 21 platser i länet och satsningen på skolan har minskat med över 25 procent. Som jämförelse har Stockholm legat i topp hela tiden och vår grannkommun Danderyd har gjort den omvända resan mot Solna och gått från en kommun i botten till en i toppen.

Hur har det här gått till?

Det är det här som är det förrädiska. Ingen politiker har någonsin gått till val och utlovat nedskärningar i skolan. Man har dragit ner anslagen lite i taget. Man har ökat pengarna till skolan med 1 procent per år medan kostnadsökningarna varit 2-3 procent. Nu är man nere på en anslagsökning på 0,5 procent per år medan SKR uppskattar att kostnadsökningarna blir cirka 2 procent.

Man har alltså snålat lite i taget och på tjugo år har vi gått från en kommun som satsar på skolan till en som drar ner på den. Men ingen har behövt ta politiskt ansvar för detta.
